Quadron was awarded this contract based upon our partnership approach, quality submission and innovative service solutions. The contract is unique in that the tendered price is not the contract sum: the Authority dictates the annual budget according to its available funds balanced against the service aspirations of the multiple internal and external stakeholders. Quadron's contribution margin is agreed (subject to achievement of agreed KPIs), thus reducing risk and enabling a lower contingency cost to be charged.

Quadron works with the Authority to maximise contract resourcing within the two parameters of fixed budget and fixed contribution, delivering a flexible service that prioritises tasks and areas according to demand, rather than following a strictly frequency based programme of works. In this way, the annual cost has reduced in real terms since the award of the contract, partly through efficiency savings and partly through jointly agreeing changes in priority levels.

Regular communications at all levels ensure the contract is managed openly and effectively. Open book accounts are produced and discussed and any forecast shortfall is dealt with by reallocating resources and reprioritising tasks accordingly to deliver maximum benefit to stakeholders for minimum cost.
